中国规范电子商务行业法律开始生效

March 15th is World Consumer Rights Day. China introduced its Consumer Protection Law in 1993. Twenty years later, in 2013, the law was revised for the first time, and those amendments take effect on Saturday.

The new provisions of the law now regulate the E-commerce industry for the first time. It allows consumers the right to return goods they bought via the Internet, television, telephone or mail order within seven days from the date of receipt. It specifies that delivery fees for returning the product shall be borne by the consumer. It also states that sellers should refund consumers within 7 days of receiving the returned goods.

The new amendments make advertising agents and e-trade platforms jointly liable if the products they sell are proven to be harmful to consumers. Organizations and individuals -- including celebrities who endorse dangerous product -- can also be held responsible.
