A Kremlin statement says Russian President Vladimir Putin told German Chancellor Angela Merkel that the measures Moscow has taken in Ukraine were completely fitting given the "extraordinary situation".
During a telephone conversation on Sunday, Putin told Merkel that Russian citizens and Russian-speakers in Ukraine face the threat of violence from ultra-nationalists.
Merkel expressed concern about developments in Ukraine and agreed that Russia and Germany would continue consultations to seek the "normalisation" of thesituation in Ukraine.
