China is rapidly expanding subsidized housing for low-income households. More than 10 million of such apartments were built in 2011.

Shenyang is the provincial capital of China’s northeastern Liaoning Province. Being one of China’s important heavy machinery industrial centres, Shenyang’s GDP reached 600 billion Yuan in 2011. In today’s housing market, if you are working and earning an average income in Shenyang, you have to spend around one third of your monthly income to rent a one-bed room apartment in town.

Facing such difficulties, the Shenyang House Property Bureau has made full efforts in construction indemnificatory apartments for people with low incomes.
面对着这样的困难，沈阳房产局全力为低收入者建设保障性住房。
Indemnificatory housing can be divided into 3 main categories, namely affordable housing. Affordable housing are apartments sold to people with low incomes at a government-set price. Low-rent housing are apartments rented to people with low incomes under a government-set price. As for public rental housing, they are apartments rented according to the market price, while the government provides subsidies for people with low incomes. In order to apply for an indemnificatory apartment, there are certain requirements.
保障性住房可以分为三大类，即是经济适用房。经济适用房是那些以政府设定的价格卖给低收入者的房子。廉租房是那些以政府设定的价格租给低收入者的房子。至于公租房，它们是根据市场价格出租，政府为低收入者提供补贴。申请一套保障性住房有一些要求。
Hu Changsheng, dir. of Affordable Housing Management Office, said, "In 2011, we constructed many public rental apartments for migrant workers, college graduates and Shenyang residents with housing difficulties. All candidates will be examined and verified by neighborhood, block, district and city."
经适房管理办公室主任Hu Changsheng称：“2011年，我们为农民工、大学毕业生和住房困难的沈阳居民建造了很多套公租房。所有的申请人都将接受邻居、社区、地区和市的检查和核实。”
Since 2008, Shenyang has provided indemnificatory apartments for 110 thousand households. Looking into the future, the plan is even more ambitious.

Hu Changsheng said, "In 2012, we will build an additional 10 thousand public-rental apartments in Shenyang. Most of them are located along subway lines and places easy for people to take public transportation."
